BID Renewals

Since BID Leamington’s inauguration in 2008, businesses have voted to renew the BID in this area for 3 further five-year terms in 2013, 2018 and 2023.

Through the BID, local businesses have invested in continual improvements, promotion, business support and place management within the town centre to ensure its prosperity.

In the third five-year term, 2018-23, this equated to £1.5 million During that time, BID Leamington also generated a further £480,000 (32%) of additional income which was invested back into the town.

Since 2008, BID Leamington has been here through tough times and good, winning awards and accolades along the way. The BID is recognised as a leader and influencer, and is respected at a local, regional and central government level. And our commitment to best practice, creativity, collaboration, innovation and transparency is recognised far beyond the town centre.

BID Renewal 2023-28

In March 2023, Leamington BID Levy paying businesses were invited to vote on the continuation of BID Leamington for a further five years. We were pleased to announce a resounding ballot result of 90% by number and 94% by rateable value voting in support of the BID continuing.

Recognising the challenges facing businesses, we very much appreciate the trust placed in us by those who voted. The result provided a strong mandate and holds itself in high accord across the industry.

Key Dates & Documents

Business owners and managers received a number of important updates:

09 January

Eligible voters received a ‘Voter Nomination‘ letter confirming where ballot papers will be posted.

16 February

Formal ‘Notice of Ballot‘ distributed. The 2023-2028 BID Business Plan was sent by post and uploaded online.

02 March

Distributed ‘Ballot Papers‘ by post.

Voting ‘YES’

To ensure that the BID is retained for a further five years.

24 March

Date replacement papers were issued.

30 March – 5 pm

The deadline for completed ballot papers to arrive at UK Engage Office in Manchester (by post). UK Engage was appointed by Warwick District Council to run the ballot.

The deadline for ballot papers deposited in the ballot box located in the Leamington Town Hall reception was 12 noon Thursday 30th March. This was open throughout the ballot period Monday – Friday from 9am to 4pm.

04 April

Ballot results announced. If a majority by number and rateable value were in favour, BID projects and services would continue.

July 2023

The new 2023-2028 BID term commenced.

2023-28 Campaign Material

Our 2023-28 BID Renewal campaign included a wide range of information across a multitude of communications methods and media platforms – including face-to-face meetings.

Understanding that the stakeholders involved were busy focussing on their own businesses, we sought to engage with as many of you as possible, providing useful stats and information in easy-to-digest formats. Below is just a selection of the campaign material.

A Quick Summary – Stronger Together

The new Business Plan 2023-2028 will result in a collective investment of over £1.8 million to support local businesses and our town centre. This includes revenue generated by BID Leamington which typically contributes an additional 20-30% annually. 

We know that many face significant challenges and our town centre is changing, however, we know that we are stronger together, and with a YES vote, there is much to gain. BID Consultation Survey 2022 – Your Opinion Counts

Throughout September and October 2022, all eligible businesses received hand-delivered and electronic copies of our detailed annual survey, with reminders through in-person visits, newsletters, and social media posts. Office-based businesses in the town centre were also consulted on the idea of including them in the BID in the future. A digital copy of the surveys can be viewed below.

 

BID Consultation Summary & Voter Confirmation

As of November 2022, we have heard from over 130 businesses and we have analyzed this feedback in detail, which can be viewed here. This has been further summarised in the document below, along with our key achievements and emerging priorities, highlights, and project areas reflected by this feedback. This was also circulated to members throughout December 2022, along with a voter confirmation form and an opportunity to share any last thoughts with us. Together this information informed the BID Business Plan 2023-2028.

Business Meeting: BID Renewal – What does this mean for your business?

Please join us as we launch the new BID Business Plan 2023-2028.

You will learn about our exciting plan for the next five years. This will ensure our town centre remains a competitive, resilient, vibrant and well-managed destination and that businesses are supported and represented as our town changes.

We are joined by Cllr Andrew Day, the Leader of Warwick District Council who will share information on their significant investment plans and how through BID Leamington, businesses can inform these developments. This includes the future Covent Garden car park scheme. There will be an opportunity for informal conversation, with drinks and nibbles provided.
